1 General Provisions
1.1 "Standard for Adjustment and Commissioning Quality Inspection and Evaluation of Thermal Power Engineering" is applicable to start-up, adjustment and commissioning quality inspection and evaluation of domestic 300MW ~600MW units in fossil fired power plant. On the basis of implementing their technical contracts, imported units may refer to this standard.
1.2 Quality inspection and evaluation as well as the certificate shall be timely carried out for conditions before complete start-up and commissioning of thermal power engineering unit as well as commissioning of professional equipment, process system and auxiliary equipment according to this standard and requirements of relevant provisions. For uninvolved items, unspecific and incomplete quality criteria, the development organization shall be responsible to organize representatives of design, construction and commissioning organizations to have negotiation to establish supplementary provisions as engineering quality inspection basis and report them to the competent organization of the engineering and quality supervision center for record.
1.3 This standard was developed according to unit stages such as subsystem debugging, essential conditions before complete start-up and commissioning, no-load test, no-load test and 168h full-load test. Adjustment and commissioning quality inspection and evaluation of the unit shall be carried out successively according to sequences of inspection items, subitem, profession, stage and complete commissioning. Finally overall evaluation is carried out for the unit.
1.4 Quality inspection and evaluation must be carried out for unit adjustment and commissioning on the basis of qualified construction (including single machine commissioning) quality inspection and evaluation and complete original record and according to the requirements of "inspection and evaluation scope of engineering quality". The column of self-evaluation in "inspection and evaluation form" is filled by the responsible person for commissioning and verified by the acceptance inspection team.
1.5 During the unit adjustment and commissioning, the commissioning personnel must carry out total inspection on quality of inspection items. The development organization and commissioning acceptance team may carry out total inspection or random inspection according to conditions.
1.6 Unit commissioning inspection items, subitems and stages as well as evaluated quality of complete unit commissioning are divided into "qualification" and "excellence", and their criteria are respectively as follows:
1.6.1 Inspection items
Qualification: actual inspection results of "inspection items" meets requirements of "qualification" specified in the "inspection items" of this standard.
Excellence: actual inspection results meet the "excellence" specified in the "inspection items" (if the "quality criteria" in the inspection items are not graded, it will be "excellence" with satisfactory requirements.
1.6.2 Subitem
Qualification: "inspection items" under this subitem meets requirements of "qualification" specified in this standard.
Excellence: "main" inspection items under this subitem must meet "excellence" requirements specified in this standard and excellence rate of "inspection items" is 90% or above.
1.6.3 Professions
Qualification: all the subitems under this profession must meet "qualification" requirements.
Excellence: "main" subitems under this profession meet "excellence" requirements, 90% or above of "general" subitems in turbine, boiler and electric professions and 75% or above in thermalization profession meet "excellence" requirements.
1.6.4 Stages
Qualification: all the professions in this stage meet "qualification" requirements.
Excellence: 80% or above of professions in this stage meet "excellence" requirements.
1.6.5 Complete unit commissioning
Qualification: the commissioning quality of the unit in stages meets "qualification" criteria, 100% of "main" assessment indicators of complete unit commissioning (test 1-6-5)meet "qualification" requirements and 75 % or above of "general" assessment indicators meet "qualification" requirements.
Excellence: the commissioning quality of the unit in stages meets "excellence" requirement, "main" assessment indicators of complete unit commissioning (test 1-6-5) meet "excellence" requirements and 75 % or above of "general" assessment indicators meet "qualification" requirements.
